Cruelty Officers seize two dogs in Oneida County that are severely emaciated and
have collars ripping into their necks

Two dogs were seized in Oneida County following an animal cruelty investigation as the dogs were found to be severely emaciated with one of the dogs having injuries from its collar cutting into its neck.

“These cases are always so sad – this is not how our animal should be treated,” said Troy Waffner, CEO of CNYSPCA. “To see these two otherwise wonderful dogs being brought in after having been starved and chained outside to the point where they are literally skin and bones and their collars are cutting into their necks is just disgusting.”

The two dogs are undergoing a full veterinarian health check and medical care to bring them back to health and to allow them to begin to put weight on again. The investigation into these dogs and their owners is ongoing.

“The goal is always to nurse these animals back to health and get them into a family where they can live their best lives,” Waffner said.
